Clarke tempered his optimism with a bit of tongue-in-cheek humor when he remarked, "The cost of space travel will continue to drop. Ten years ago it was horrifying. Today it is merely exorbitant. At the beginning of the 21st century, the trip from the Earth to the Moon will be little more than an ordinary commercial transaction." However, it seems that History has not kept pace with Clarke's vision. Indeed, the last ten years have hardly been favorable for Mars programs. In 1992, budget forecasts for the year 2000, set NASA funding at $22 billion.
